This tool checks if, upon a run of the pipeline, if this is the first time the participant in the conversation has been contacted. If Post outbound parameter is true, this will ignore any outbound message sent from Clerk Chat user side, and return true if it is the first inbound message the customer has sent. If Post outbound is false, this will only return true when the customer is messaging inbound for the first time.
